Perhaps internal will work best. Maintaining external links can be a hassle. At least we will know where we put things last.

Would you consider posting an electronic version of the State Librarian's Certification. It could either be a Word document, or a PDF with fields to be filled in for State (that could even be a pull down menu), State Librarian's Name, Date, # of hours to compile. It would be neater. Of course if you are going to electronic submission for the certification, that would not be necessary.
