A registered user is a library user who has applied for and received an identification number or card from the public library that has established conditions under which the user may borrow library materials and gain access to other library resources.
Note: Files should have been purged within the past three (3) years.
Note to SDCs for FY2012 data submission: Due to the definition change, please provide annotations if there is a significant difference in your numbers from the prior year.
This is a clarification to the data element after the ballot voting.
Changed &/or clarified for FY2012 for those states able to collect. All states to collect for FY2013 survey.

A registered borrower is a library user who has applied for and received an identification number or card from the public library that has established conditions under which the user may borrow library materials and gain access to other library resources.

(16) The library shall purge or mark inactive unused library patron cards at least once every three (3) years, deleting those patrons who have not used the card in the last three (3) years and do not owe materials, fines, or fees to the library.
