Question:

“A library received a [competitive] grant to pay for an honorarium. The grantor paid the honorarium directly. The library did not see the money at all. I’m thinking this qualifies as an in-kind service, but I just wanted to make sure. I think this means that the library should not report it.”

 

 

IMLS Response:

The answer to the question was not apparent from the data element definitions or from discussion on the wiki.  The Data Standards Committee of the Library Statistics Working Group determined that this grant funding should be considered an in-kind service and should not be counted as a part of the library’s revenues, because the library did not actually receive any money in this transaction.
