Import and Edit Files for the Public Libraries Survey (PLS)

Please find attached the import file specifications for the FY 2016 PLS. These import file specifications reflect the approved additions and changes to the data elements for FY 2016. In addition, this year’s specifications include a column noting the Item Number for each data element. Please provide this file to your vendor if you have one.

Guidance for PLS FY 2016 Data Collection

 

The following data elements are new for the FY 2016 Data Collection.

 

Data element 553.  [PHYSCIR]	Physical Item Circulation
Data element 554.  [ELINFO]	Successful Retrieval of Electronic Information
Data element 555.  [ELCONT]	Electronic Content Use
Data element 556.  [TOTCOLL]	Total Collection Use

 

The following data elements have been changed from the previous data collection (FY 2015).

 

Data element 450.  [BKVOL]	Print Materials
Data element 552.  [ELMATCIR]	Use of Electronic Material
Data element 550.  [TOTCIR]	Total Circulation of Materials

FY2015 (posted 8/27/2015)

 

The below 2 Excel files for the FY2015 PLS provide the import file specification and edit changes that have taken place since the FY2014 PLS.  Please provide these 2 files to your vendor.

 

Reminder, WebPLUS edits are included in the edits that are run in WebPLUS by the SDC. Internal edits are not included in the edits that are run in WebPLUS by the SDC. The survey contractor runs the WebPLUS edits and the internal edits after the SDC submits data. The internal edits may be new for testing before including them in WebPLUS. Or they may be additional edits that the survey contractor may or may not want to question.

Guidance for PLS FY 2015 Data Collection

 

The following data elements have been changed from the previous data collection (FY 2014).

 

Data element 451.  [EBOOK]                       Electronic Books (E-Books)

Although it is always hoped that states can adopt the new or changed data elements during the first year, we know that some cannot.  For any state that will not be collecting information based on the new definitions approved for the FY 2015 survey, the SDC from that state will need to be sure to enter “-1” for all public libraries for that data element on the file before uploading it during the PLS FY 2015 data collection period.

 

We understand that some states which cannot collect data based upon the changed data elements will be using some of the data elements that had been on the PLS FY 2014 administration for the FY 2015 administration of their state surveys.  Federal law prevents federal agencies, such as IMLS, or any agent acting on behalf of the federal government from collecting information which has not been approved for that collection.  IMLS is not authorized to collect data on public libraries that are different from that for which we have been approved by the Office of Management and Budget (OMB).  For the FY 2015 administration of the PLS, IMLS has been approved to collect only that information based upon the data element definitions posted in the following document:  fy2015_appendix_a – definitions.pdf.

 

The OMB control number for the Public Libraries Survey, 3137-0074, expires 12/31/2016.  The Institute of Museum and Library Services may not conduct or sponsor, and a person is not required to respond to, an information collection unless it displays a currently valid OMB number.
